City approves applications for medical pot facilities

The city of Springfield approved the first six zoning verification applications for medical marijuana facilities, including a downtown bar.

Bob Hosmer, the city’s planning manager, said the first application approved was for The Outland Bar at 326 South Ave.

Hosmer said the applications came in after City Council’s approval last month of location requirements. Council’s bill set the distance requirement for medical marijuana dispensaries and Type 2 manufacturing facilities at 1,000 feet from schools and 200 feet from day care centers and churches.

“We didn’t see anything that was in violation,” he said, pointing to a map on the city’s website that helps potential medical marijuana facility operators find suitable locations under the council requirements.

The Outland yesterday posted a statement on Facebook along with an image showing its application was approved June 26.

An official with the bar said via Facebook Messenger the operators are preparing to file an application with the state to operate a medical marijuana facility in one of three spaces in what’s collectively known as the Outland Complex. The Outland Bar, which is downstairs and closest to the South Avenue and Walnut Street intersection, is slated to become the medical marijuana facility, should its operators gain state approval. The Outland Complex includes three stages for music and comedy acts.

The official, who did not identify him or herself, did not say how the exact configuration of the Outland Complex would look like if a medical marijuana shop is introduced into the mix.

“We hope to update everyone soon with further developments, but do not have a lot of other definitive or certain information to share at the moment,” the official said. “As a locally owned organization, we are encouraged by the positive responses we are receiving. We look forward to involving everyone's input in our future plans.”

Hosmer said the city approved five other applications, with 18 currently left to review.

Hosmer provided the other addresses, with their property owners. They are:
• 1825 E. Cherry St., Darien Teeter;
• 1548 N. Glenstone Ave., Randy Sheridan;
• 220 W. Sunshine St., Wilson Properties Inc.;
• 2709 W. Kearney St., SLK Properties LLC; and
• 1815 N. Nixon Ave., a medical marijuana-infused manufacturing center, Dunlap Remodeling LLC.

The city application is a step in the process for medical marijuana facility operators, who must received a license from the state to do business. Between Aug. 3-17, the Missouri Department of Health and Senior Services will accept applications for dispensaries, cultivation centers and medical marijuana-infused manufacturing facilities. The state’s approval process is slated to last until the end of the year, Springfield Business Journal previously reported.
